Owning to their differences on state’s rights and secession, the Powell brothers dissolved their partnership and Angelo moved to Cincinnati, Ohio, in 1860.

The reason she was ideal and not actual is that the concept of a female police officer was so foreign to the people of Cincinnati that the local suffragettes felt it necessary to demonstrate what a policewoman would look like.

Taken by investigative photographer Lewis Hine on August 22, 1908, the photograph is one of a series of black-and-white prints given to the Children’s Bureau by the National Child Labor Committee. The almost five hundred photographs represent a fraction of the approximately 5,000 photographs Hine took for the committee to document working and living conditions for children.
